Mitt Romney denies 47% remark to Washington Post reporter: 'I didn't say that'

Mitt Romney is backtracking from his controversial "47%" comment during the 2012 presidential campaign, insisting the remark was misconstrued.

The former GOP presidential nominee told Washington Post reporter Dan Balz he "didn't say that" but was forced to respond to the "perception," when Romney was interviewed for Balz's book "Collison 2012."

Romney's race to the White House hit a major roadblock in May 2012, when video emerged of him saying "47%" of voters will choose Obama "no matter what."

The billionaire Republican described this segment of the population as "dependent upon government, who believe that they are victims," in footage taken from a Boca Raton fundraiser on May 17 at the home of private equity manager Marc Leder.

Romney continued that people in this near majority "believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you-name-it."

"These are people who pay no income tax. ? My job is not to worry about those people. I'll never convince them they should take personal responsibility and care for their lives."

The remarks were made public by Mother Jones magazine and swiftly made the rounds online, with many slamming Romney as a silver spooner and out of touch with reality.

In his tome about the 2012 race, Balz asked Romney for his side of the story.

Initially, Romney said he was in California when the video emerged and was unable to view the actual footage in order to respond.

Balz further pressed him, asking, "When you said there are 47% who won't take personal responsibility ?" but Romney interrupted Balz before he could finish.

"Actually, I didn't say that. ?That's how it began to be perceived, and so I had to ultimately respond to the perception, because perception is reality."

"Collision 2012" will be released Aug. 6.

Cool Energy gets DOE grant to bring green power to oil and gas fields

Cool Energy Inc., a Boulder startup that aims to produce small amounts of electricity from heat that?s normally wasted, has received a $1 million U.S. Department of Energy grant to bring its technology to the nation's oil and gas fields.

Cool Energy said Monday that the Phase II Small Business Innovation Research grant from DOE will be used to finish designing the "GeoHeart Engine," a small generator capable of producing 20 kilowatts of power, and building a prototype, Cool Energy CEO Sam Weaver said in an interview.

Cool Energy focuses on attaching Stirling engines to sources of waste heat to produce electricity. Stirling engines are an alternative to steam engines and use a gas that?s heated and cooled repeated, so that it expands and contracts repeatedly, to drive a crankshaft to generate electricity.

And there?s a lot of potential power that could be produced if Cool Energy?s generator is attached to an oil and gas well, or a compressor station, Weaver said.

?When a well is drilled you get what you?re after ? oil and gas ? and what?s called ?co-produced fluids? such as water,? Weaver said.

And in some areas of the country, where wells are drilled into pockets of geothermal heat, the oil, gas and water that?s pumped to the surface carries the earth?s heat, which can be used in a Stirling engine to produce electricity, he said.

Wells in Texas, Oklahoma, Mississippi, Louisiana and California ? as well as some locations in Wyoming ? were hot enough, between 200 degrees and 300 degrees Fahrenheit, to be considered for the machine, Weaver said.

That?s based on a previous DOE $150,000 grant to Cool Energy in order to explore its ideas, he said.

Karl Rove Focuses on Senate GOP Takeover in Fundraising Email

Can the Republican Party pick up six Senate seats in the 2014 election and in the process retake the majority in the U.S. Senate? Republican strategist Karl Rove thinks so.

Rove, a Fox News contributor, is using the possibility of a Senate takeover as a fundraising tool in his latest appeal to GOP donors.

A former senior advisor and deputy chief of staff to President George W. Bush, Rove sent an email to donors on Sunday citing favorable polls and remarks from former New York Times number cruncher Nate Silver as leading indicators that the GOP has a chance to take back the Senate in 2014, so long as the monetary support is there.

"Washington is buzzing with the news! Even liberal prognosticators now admit Republicans can pick up six seats to take the U.S. Senate in 2014," Rove's email reads.

In his email suggesting a Republican majority in the Senate is possible, Rove noted that six of the seven Democratic Senate seats up for reelection are in states that were won by Republican Presidential candidate Mitt Romney in the 2012 race by a margin of 10 percent or greater.

Rove also highlighted the recent announcement by former Montana Democratic Gov. Brian Schweitzer that he will not run for the state's open Senate seat in 2014.

"The GOP can win a Senate majority, but it won't be easy. Your support is vital to ensuring Republicans have the resources necessary for victory," Rove's email reads. "Early fundraising is key. Harry Reid knows that: that?s why he announced he?ll try raising $125 million to beat Republicans."

In his attempt to convince GOP donors to make a contribution to the Republican initiative some 16 months before elections are held, Rove also cites "Obama campaign?s favorite number cruncher, Nate Silver."

In a New York Times "FiveThirtyEight" blog, Silver wrote: "Best guess, after assigning probabilities of the likelihood of a GOP pickup in each state, is that Republicans will end up with somewhere between 50 and 51 Senate seats after 2014, putting them right on the threshold of a majority."

"Not only is Republican candidate recruitment going well and Democratic recruitment badly, but issues are helping," wrote Rove, "with Obamacare, the sluggish job picture, scandals and an incompetent and out-of-touch White House shaping the political landscape."

If Republicans are able to win back the Senate, it will be the first time since losing the majority in 2006.

Cabinet Orders Audit of Government Debt

China?s State Council has ordered an audit of all government debt, according to Reuters, a sign that policymakers are concerned with rising debt at the provincial and municipal level amid a slowdown in economic growth:

The audit office, responsible for overseeing state finances, made the announcement in a one-sentence item on its website, but gave no details on the audit.

The official People?s Daily newspaper said separately on its website, citing unidentified sources, that an urgent order for the audit was issued on Friday and work will start this week.

The audit could indicate increased official concern over the systemic risk from rising debt levels in?China, especially debt of local governments, as top leaders slow economic growth in order to promote reform. [Source]

China?s National Audit Office published a report last month detailing an increase in borrowings at local governments since 2010, much of which can be attributed to spending on infrastructure and other development projects to drive growth. Economists worry that some of the most debt-burdened local governments, such as Jiangsu province, may pose a risk to the broader financial system in China. And as The Wall Street Journal reported today, ballooning debt levels limit the options of economic officials as they look to address sluggish growth this year:

China?s gross domestic product growth slowed to 7.5% year-to-year in the second quarter of 2013 from 7.7% in the first quarter, and many economists expect it to slow further in the second half. One option for the government to prevent a sharper slide is to ratchet up public spending.

But high debt means there is a limit to the government?s ability to act. China?s central government debt is low?14.4% of GDP in 2012, according to the International Monetary Fund. Concern centers on rapid growth in borrowing by local governments.

In response to the 2008 financial crisis, many circumvented rules preventing them from taking on debt by setting up investment vehicles to borrow, funding a wave of infrastructure investment. The People?s Daily article said the audit will move quickly into China?s provinces. [Source]

The South China Morning Post?s Daniel Ren wrote today that the audit signals the willingness of Li Keqiang and other top leaders to identify problems with the economy and even endure short-term pain to rebalance it:

?The new cabinet is resolute in ascertaining the risks facing the Chinese economy,? said a Beijing-based source with knowledge of the government?s thinking. ?To a certain extent, the government wants to expose the problems caused by the former leaders.? [Source]

Congress set to roll back college-loan rate hikes

Millions of college students can breathe a little easier this fall.

Ending a months-long showdown, Congress is on track to approve legislation that will roll back a rate hike that nearly doubled the borrowing cost for federal student loans.

The Senate yesterday approved a bill that ties loan rates to the financial markets.

Undergraduates will be able to borrow at 3.86 percent for this school year. That?s a big improvement over the 6.8 percent rate that went into effect July 1 when Congress failed to reach an agreement.

While the bill will bring down rates in the near term, students are facing an uncertain future and rising interest rates. Some lawmakers say students can expect higher rates if the economy continues to improve.

US Sen. Kirsten Gillibrand (D-NY) said she has concerns about the proposal?s long-term affects on student debt.

?We should be providing loans at the lowest possible rate instead of locking young people into another $1 trillion of debt,? she said.

Student loans are still the least expensive borrowing option for college students. Under the new law, graduate students are able to obtain student loans at 5.4 percent, and parents can take out a loan at 6.4 percent.

The next step is to get the law passed by the House and President Obama, a supporter of the low student rates, before the August recess and the start of the fall semester.

Former President George H.W. Bush has gone bald.

Bush?and members of his Secret Service detail shaved their heads this week in a show of support for 2-year-old Patrick, who was diagnosed with leukemia in the Spring. Patrick is the son of one of the Secret Service agents assigned to the former president. (The family?s last name has been withheld at the family?s request.)

According to a news release from Bush?s spokesman on Wednesday,?Bush and his wife Barbara have also made a donation to help pay for Patrick?s medical bills.

The former president and first lady lost their second child, daughter Robin, to leukemia 60 years ago at the age of 4.

After a couple of games at home the Vancouver Whitecaps return to the road as they travel to Southern California to face the Los Angeles Galaxy.? This will be their second meeting of the season as the Caps, led by a Russell Teibert brace, finally beat the Galaxy 3-1 at B.C. Place.

Prior to that match the Caps had never beaten the ?cornerstone? franchise in MLS and had not very well on the road.? In their three regular season trips to the StubHub Center the Caps hadn?t scored a goal before Darren Mattocks tallied one in their first round match of last year?s playoffs.

In this game the Whitecaps will start Brad Knighton in goal as he was a few seconds away from picking up his third clean sheet in four matches.? The two full backs on the backline will be Lee Young-Pyo and Jordan Harvey while there is a chance Andy O?Brien will be fit enough to replace Brad Rusin as Johnny Leveron?s partner in the middle.

The midfield will remain the same as Jun Marques Davidson returns as the holding mid with Gershon Koffie and Nigel Reo-Coker in front of him.? If fit Russell Teibert should get back into the starting eleven and play alongside Camilo and Kenny Miller as the trio hope to quickly reform the dangerous attack force that they were before the Gold Cup.

The Galaxy have had a tough start to the season with the retirement of David Beckham and Landon Donovan missing for the beginning of the season but the biggest loss occurred when they traded Mike Magee after ten games.? While they are one of the top scoring teams in MLS since the trade of Magee for Rogers their totals have dropped.

In their first ten games the Galaxy had scored 17 goals while after the transaction they have scored 13 times in the same number of games.? Their results when it comes to points have been the same as L.A. have picked up 13 of their 30 points after the trade.

While they are relatively healthy the defending champs are also without two of their main players due to international call ups. Their captain Landon Donovan and best defender Omar Gonzalez are both with the U.S. national team for the Gold Cup knockout rounds.

While the Whitecaps will be going into this match as underdogs they are one of the hottest teams in MLS picking up 23 out of their last 30 points.? Included in that run were two road wins against New York and D.C. United but they have yet to win one away from home in the? West.

The Caps will attempt to keep their rise trending upwards in the Western Conference with another result against a tough team.? Despite the struggles of L.A. this season they still have the champion?s mentality as the defending MLS Cup holders so the Caps must carry their momentum on the road.

The 2003 first round pick is a solid defender being named to best XI of 2011 and a three time winner of the MLS Cup.? He is also a threat going forward as he able to send some good crosses and make some good runs into the box.

After a couple of average outings and an extended break due to an Eastern trip, Y.P. Lee regained the form that is expected from the world class player.? There wasn?t a player from the Fire that could break him down defensively and he got forward for a couple of chances. ?With Teibert returning from the national team the two will look to pick up where they left off in late June.? The World Cup vet will look to keep the Galaxy?s big midseason acquisition, Robbie Rogers, from getting on track.? After coming back from a short retirement Rogers has yet to establish himself as a top player that he was at Columbus before his move to England.

(AP) ? Seven governors came and went during the decades-long decay of Michigan's largest city that culminated with a humiliating collapse into financial ruin.

It's the eighth, former business executive and relative political novice Rick Snyder, who is aggressively tying his legacy to the prospects of a Detroit turnaround.

When he took office, Snyder pushed for more powers for the state to intervene in distressed cities and schools. After voters repealed the law last November, he ignored critics and signed another one. He also hired the city's turnaround specialist and, nearly four months later, blessed the request to file for bankruptcy.

For the man with the "one tough nerd" moniker, it's the latest bold decision in a 2 ?-year stretch that's remarkable for the sheer breadth and pace at which Snyder has moved. He's again in the national spotlight just a half-year after making Michigan ? the bastion of the auto industry and organized labor ? a right-to-work state, a move that pollsters say led a drop in his approval ratings.

Though the impact of the bankruptcy filing on Snyder's 2014 re-election may be difficult to predict, it's still a legacy definer that's being watched not only in Michigan but also by Wall Street and other elected officials across the country.

Snyder, a former venture capitalist and computer company CEO, has no known presidential aspirations.

"I don't spend time dwelling on my legacy. I just try to do my job well," the Republican governor told The Associated Press in an interview. "That's relentless positive action. No blame, no credit. Just simply solve the problem.

"Here was a problem 60 years in the making. The can was being kicked down the road for far too long. It was time to say enough was enough. Let's stop, let's stabilize, let's grow."

Detroit's bankruptcy could last at least through summer or fall 2014, when Snyder is expected to ask voters for another term.

"I deeply respect the citizens of Detroit," he said. "They along with the other 9 million people in our state hired me to do this job. They're my customers. This was a tough step, a difficult decision, but it's the right decision."

The first-term governor, perhaps more than any other state's chief executive, hasn't been afraid to confront mounting retiree pension and health care costs hampering state and city budgets. He's done that mainly by signing laws making public workers pay more of their health costs, ending retiree health care for new hires and enticing teachers to contribute more toward their future pensions.

But the stakes could be higher with the Detroit intervention under Michigan's emergency manager law.

Eric Scorsone, a Michigan State University economist and expert on government finances, said while Snyder helped revise the law to make it one of the toughest in the country, bankruptcy likely was inevitable even under the old law ? unless creditors had voluntary agreed to accept far less than what they're owed.

"Other governors may have taken different approaches. But even under the old law, if we had a different governor, it's pretty obvious something would have had to be done," he said.

Scorsone said many other U.S. cities have issues similar to Detroit, though not on the same scale. Other states will be watching to see what happens in part because Snyder ? not local elected officials ? is taking responsibility for improving public safety and other basic needs, he said.

"I think it's aggressive in the sense that most states don't intervene in local affairs to the same extent," Scorsone said.

Lansing Mayor Virg Bernero, a Democrat who lost to Snyder in the 2010 election, said Snyder "definitely" deserves credit if Detroit emerges in better shape, especially in providing everyday services.

"It's bold and decisive. You've got to give him credit, however late," Bernero said, adding that Snyder should have intervened in Detroit within three months of taking office in 2011.

"There was a sense of inevitability about this bankruptcy," Bernero said. "I would have moved quicker with an emergency manager. The ship couldn't right itself. Why prolong the agony? Lance the boil and move on."

Snyder first struck a consent agreement in April 2012 with the Democratic-led Detroit to wipe out its enormous budget deficit and mountainous debt but appointed Kevyn Orr as emergency manager after that didn't work in part because local officials

Steven Rattner, who was chief adviser to President Barack Obama's auto bailout task force, said from his detached vantage point in New York, Snyder "has handled this thing quite well."

While acknowledging the political difficulties associated with anything viewed a bailout, Rattner questioned why the state and possibly the federal government aren't offering Detroit a rescue package.

"It's not logical for there to be political fallout from putting Detroit in bankruptcy because there's no other alternative to that," Rattner said. "The question people can ask is whether Snyder is offering all the help the state of Michigan can offer. ... These are tough politics either way."

There seems little appetite from either Democrats or Republicans in Washington for a federal rescue of Detroit. Bailing out the city with state money could bring resistance in the Republican-led Legislature and prompt anger from out-state residents concerned about funding their own schools and local services.

"There are so many great things going on in Detroit. We resolve the city government issue, Detroit's really well poised to see outstanding growth take place when people can say there are better services," Snyder said. "We're going to get there."

Cocaine use and a host of problems associated with the drug have been declining steadily in the United States in recent years ? with at least a 40 percent drop in people using cocaine since 2006.

?I?ve never seen such a rapid decline for such an addictive drug,? says Peter Reuter, a public-policy professor and drug-economy expert at the University of Maryland in College Park.

Some supply-side factors, as well as demand-side issues, have contributed to the downward trend, according to medical, academic, and drug-policy experts.

A US-Colombian partnership has contributed to a 44 percent drop in the capacity for pure cocaine production in the Andean region since 2001, according to July?s annual estimate by the White House?s Office of National Drug Control Policy (ONDCP). In addition, interceptions along trafficking routes by the Coast Guard and Defense Department have decreased the amount of cocaine entering the country, the ONDCP reports.

Still, opinions vary when it comes to interpreting the overall cocaine trend and the possible reasons for it. How much is there to celebrate, some ask, given the broader context of illicit drug use in the US ? which has risen slightly in recent years, largely because of a rise in the use of marijuana (see accompanying chart).

The 2011 National Survey on Drug Use and Health, which is based on representative samples of people 12 and older, gives some indicators of cocaine?s decline:

? In 2011, there were 1.4 million cocaine users, about 0.5 percent of the population ? down from 2.4 million (1 percent) in 2006.

? The number who first tried cocaine in the prior year dropped from 1 million in 2002 to 670,000 in 2011.

? The number who abused or were dependent on cocaine declined from 1.7 million in 2006 to 0.8 million in 2011.

The ONDCP also noted these encouraging national statistics in releasing its annual estimate this month:

? A 65 percent drop in the rate of people testing positive for cocaine in the workplace (from 72 out of every 10,000 tested in 2006 to 25 in 2012).

? A 44 percent drop in overdose deaths related to cocaine (from 7,448 in 2006 to 4,183 in 2010).

The National Survey on Drug Use and Health, several experts note, is based on interviews and therefore may understate usage levels. It also doesn?t capture data from homeless or incarcerated people.

However, data collected by ONDCP for the Arrestee Drug Abuse Monitoring program show a significant decline in the percentage of male arrestees found to have cocaine in their systems through drug tests. For instance, half of the arrestees in Chicago had taken cocaine in 2000, but only 19 percent had done so in 2012.

At a recent meeting of epidemiologists who track drug trends in 21 regions across the US for the National Institute on Drug Abuse (NIDA), ?most agreed cocaine use is down,? along with related issues such as deaths and addictions, says Jane Maxwell, a senior research scientist at the School of Social Work at the University of Texas, Austin. ?But the bottom line is, people are still being hurt by cocaine.?

Back in 2004 'Man of Steel' director Zack Snyder successfully remade George A. Romero's 'Dawn of the Dead', a feat many thought unaccomplishable. So to acknowledge that Lati Grobman and Christa Campbell ('Drive Angry') have their work cut out for them in attempting to redo Romero's zombie follow-up 'Day of the Dead' is an understatement. Political scientist says gerrymandering may doom immigration reform

What are the chances that the House of Representatives will pass comprehensive immigration reform?

Political scientist Tom Wong has been taking a scientific approach to answering that very question, tallying votes and crunching numbers to forecast the potential outcomes, and tells Power Players he?s ?skeptical? the House will follow the Senate?s lead and pass a comprehensive bill.

Based on his own vote tally, Wong says there are 203 solid ?yes? votes in the House and an additional 11 votes that are likely but not guaranteed.

?If we take that 203 number, add 11 more we're at 214, and we need 218 for a majority, so this ends up being a game of inches,? says the assistant professor at the University of California, San Diego. ?It could go either way in the House.?

The 11 votes that Wong has designated as maybe votes are for representatives who are facing tight reelection races in 2014.

Wong says more than 60 percent of congressional districts are not racially diverse, with white populations making up more than 80 percent of those districts.

?If we just make these broad assumptions that immigration reform is going to benefit communities of color and we have a lot of representatives who don't have large communities of color in their district, then a ?no? vote may actually reflect the preferences of one's constituency,? Wong says.

Wong has a track record of success in his approach to vote counting, which takes into account complex profiles for each member of Congress. As far back as March, his models predicted that the Senate would get 67 ?yes? votes ? and the final tally of the Senate?s vote came out to 68.

Wong says ?there?s a lot of pessimism right now? that the Republican-run House may decide not to consider the Senate?s bill at all and instead choose to address immigration reform in smaller pieces.

?If it goes through this piecemeal approach, the dynamics completely change and the models point to a predictable outcome,? Wong says, adding that such an approach would likely lead to increased border security and a solid defeat of a path to citizenship.

Speaker of the House John Boehner, R-Ohio, will lead a special meeting with House Republicans on Wednesday to discuss how the party will approach immigration reform.

It was a family affair for Kate Hudson at the Novak Djokovic Foundation gala in London today. An Elie Saab-clad Kate was joined by her mom, Goldie Hawn, and fianc?, Matthew Bellamy, at the dinner, where they mingled with Naomi Campbell, Richard Branson, Gerard Butler, Sarah Ferguson, and Princess Beatrice of York.     Fighting in central Cairo, amid protests

    CAIRO (Reuters) - Fighting broke out in central Cairo on Friday evening between supporters and opponents of ousted President Mohamed, witnesses said.

    A group of Islamist supporters of Mursi gathered outside the national broadcasting headquarters on the banks of the Nile, about a kilometer (half a mile) from Tahrir Square, where Mursi's liberal opponents have set up camp.

    Television images showed groups of youths running. Some threw fireworks which landed among groups of rival protesters.

    Snowden hits hurdles in search for asylum

    MOSCOW (AP) ? NSA leaker Edward Snowden's best chance of finding refuge outside the United States may hinge on the president of Venezuela, who was in Moscow on Tuesday meeting with Russian President Vladimir Putin.

    President Nicolas Maduro of Venezuela told Russian reporters on Tuesday that his country has not received an application for asylum from Snowden and dodged the question of whether he would take Snowden with him when he left. But Maduro also defended the former National Security Agency systems analyst who released sensitive documents on U.S. intelligence-gathering operations.

    "He did not kill anyone and did not plant a bomb," Maduro said ahead of his meeting with Putin, the Interfax news agency reported. "What he did was tell a great truth in an effort to prevent wars. He deserves protection under international and humanitarian law."

    During his Kremlin meeting with Putin, Maduro spoke about plans to build on the strong ties with Russia formed under his late predecessor, Hugo Chavez, but neither he nor Putin mentioned Snowden in their public statements.

    The Kremlin-friendly newspaper Izvestia reported Monday that the two presidents would discuss Snowden, adding to speculation that arrangements would be made for him to travel to Venezuela. Snowden had initially booked flights to Havana, Cuba, and then on to Caracas, Venezuela, before becoming trapped in legal limbo, believed to be in a Moscow airport transit zone.

    Another option for Snowden may be Bolivia, whose president also was meeting with Putin during a summit of major gas exporters in the Kremlin. President Evo Morales said in an interview with Russia Today television that Bolivia would be willing to consider granting asylum to Snowden.

    Snowden withdrew a bid for asylum in Russia when he learned the terms Moscow had set out, according to Putin's spokesman Dmitry Peskov. Putin said on Monday that Russia was ready to shelter Snowden as long as he stopped leaking U.S. secrets.

    At the same time, Putin said he had no plans to turn over Snowden to the United States.

    Snowden has applied for asylum in Venezuela, Bolivia and 18 other countries, according to WikiLeaks, a secret spilling website that has been advising him. Many European countries on the list ? including Austria, Finland, Germany, the Netherlands, Norway, Spain and Switzerland ? said he would have to make his request on their soil.

    Polish Foreign Minister Radek Sikorski, whose consent for asylum would be required, said in a message posted on Twitter that he would not grant the request.

    WikiLeaks said requests have also been made to Brazil, China, Cuba, Ecuador, France, Iceland, India, Italy, Ireland and Nicaragua.

    India's External Affairs Ministry spokesman Syed Akbaruddin said Delhi has carefully examined the asylum request and decided to turn it down. And Brazil's Foreign Ministry spokesman Tovar da Silva Nunes said the government "does not plan to respond" to the asylum request.

    WikiLeaks also posted a statement attributed to Snowden on its website late Monday, in which he slams President Barack Obama for "using citizenship as a weapon."

    "Although I am convicted of nothing, (the United States) has unilaterally revoked my passport, leaving me a stateless person," Snowden says in the statement. "Without any judicial order, the administration now seeks to stop me exercising a basic right. A right that belongs to everybody. The right to seek asylum.

    "Their purpose is to frighten, not me, but those who would come after me."

    The Russian government says that Snowden, who has been on the run since releasing the sensitive NSA documents, has remained in the transit zone of Moscow's Sheremetyevo Airport since his arrival from Hong Kong on June 23.

    WikiLeaks legal adviser Sarah Harrison delivered the request for asylum to an official at the Russian consulate at the Moscow airport on Sunday, according to the group that has adopted Snowden and his cause.

    Ecuador, where he had initially hoped to get asylum, has been giving mixed signals about offering him shelter.

    Britain's Press Association news agency said it had obtained a letter from Snowden to Ecuadorean President Rafael Correa thanking him for considering his asylum request.

    "There are few world leaders who would risk standing for the human rights of an individual against the most powerful government on earth, and the bravery of Ecuador and its people is an example to the world," PA quoted the letter as saying. The agency said it had obtained the Spanish-language letter from sources in Quito, the capital of Ecuador.

    Correa, however, appeared cool to Snowden in an interview with the Guardian newspaper.

    Asked whether he would like to meet Snowden, Correa was quoted as saying: "Not particularly. He's a very complicated person. Strictly speaking, Mr. Snowden spied for some time."

    He was quoted as saying that Ecuador would not consider an asylum request until Snowden was on its territory and his government would not help him travel to Ecuador.
